Façade Loan Program

KLDC offers low-interest Façade Loans of up to $35,000, with a fixed rate of 4%, to help commercial property owners revitalize their buildings. This program is designed to address blighting conditions such as peeling paint, deteriorating windows, outdated signage, and other exterior improvements that enhance the visual appeal and economic vitality of Kingston’s commercial districts.

Eligibility Overview

Commercial property owners in the City of Kingston are eligible to apply. 

To qualify, applicants and their contractors must remain in good standing with the City regarding licenses, taxes, codes, and regulations throughout the project. 

Loan applications are reviewed at the sole discretion of the KLDC Board, with consideration given to:

  • Economic development impact 
  • Overall visual and community benefits 
  • Severity of deterioration and scope of improvements 

Historic & Heritage Properties

If your property is within a Historic or Heritage Area, you must submit a Certificate of Appropriateness from the Historic Landmarks Preservation Commission (HLPC) or Heritage Area Commission (HAC) as part of your application. Guidelines for improvements can be obtained from these commissions.
